The District Government of Kotabaru will revise its Spatial Planning (RTRW) for 2012-2032 stipulated in Regional Regulation Number 11/2012.
District Secretary of Kotabaru Said Akhmad said the revision needed to be done because it was not in accordance with the real conditions in the field.
"Firstly in relation to the area, out of 198 villages and 4 urban villages there are 150 villages in the forest area, as a result, the president's program to certify community land cannot be issued," he said.
Likewise, the transmigration area which has long been established cannot be issued its land certificates because a part of it is in the forest area.
"There are more problems related to investments on the non-forest area (APL) but in the Minister of Forestry Decree No. 579/2014 being a forest area, it becomes disturbing," he said.

In Law No. 26/2007 concerning Spatial Planning, there is an opportunity to resolve various problems by making revisions.
Of the 60 percent of Kotabaru Regency that is in the forest area, he hopes, at least 15 percent can be spent.
"Not much we want to spend. It's enough to reduce the problems that exist, especially those we prioritize 150 villages," said the secretary.
On the other hand, Head of the Kotabaru Cipta Karya and Spatial Planning Maulidiansyah said Regional Regulation No. 11/2012 regarding the Kotabaru' RTRW had entered its seventh year.

In accordance with the law, the district's or city's RTRWs are reviewed once in five years. The review was conducted in 2018 in collaboration with universities and the results was it needed revision.
"The final value of the review is 49.3 than it should be 85, meaning that there have been many irregularities have occurred," he explained.
