Rantau, S Kalimantan (ANTARA) - The government of Tapin District, South Kalimantan Province, has proposed strategic development infrastructure projects with international support without burdening the district's budget or APBD.
Tapin Deputy Regent H Juanda said that the program is part of cooperation with the National Urban Climate Action Program (NUKAP), which is supported by the German government through PT SMI.

“Alhamdulillah (Thank God) Tapin was appointed as one of the recipient regions for this program. Two our main proposals are a clean water project and waste management,” said Deputy Regent in Rantau, Tapin capital, Tuesday.
For clean water project, Tapin government proposes utilizing a dam with a pipeline network spanning Binuang and Tungkap areas. The investment is estimated worth Rp50 billion and will fully funded by the donor through a public-private partnership scheme (PPP or KPBU).
“The scheme will be managed by investor for 10 to 15 years, after which it will be handed over to the local government. So it have no financial impact on APBD,” said Juanda.

Tapin also proposes waste, drainage and wastewater management programs, that align with global environment issues focused on by NUKAP.
He expounded that currently the technical plan is being prepared and a consultan is appointed to collect data from several relevant agencies, including Environment Office (DLH), Public Work and Spatial Planning Office (PUPR), water company (PDAM) and Board of Planning, Research and Development (Bappelitbang).
“By next Monday, all data must be collected to be sent to Jakarta, for further discussion to draw investment,” he said.
Through this alternative funding scheme, Juanda hopes to accelerate basic infrastructure development in Tapin without burdening local budget, while the benefits can directly be felt by the community.
