Agrarian Affairs and Spatial Planning Minister and National Land Agency (ATR/BPN) Head Nusron Wahid expressed his commitment to provide policy support, one of which is by providing land for building three million homes program.
He disclosed that around 79,000 hectares of land indicated to be abandoned will be allocated for the national program of settlement.
"The potential is 1.3 million hectares. This is from cultivation rights (HGU), building use rights (HGB), a right of management (HPL) land have been exhausted, indicated as abandoned covering 854,662 hectares, and this must be used as widely as possible for people's prosperity," said Nusron Wahid when speaking as a keynote speaker at Real Estate Indonesia (REI) National Working Meeting in Bandung, Thursday (Dec 5, 2024) as quoted from South Kalimantan National Agency's (BPN's) press release in Banjarbaru.
Also to support the program, he acknowledged to have identified at least six aspects in land directly related to community and business actors regarding construction of houses and setttlement.
"Land provision, land certification, PKKPR (approval of confirmity of space utilization), LSD (protected rice fields), mortgage right and roya, these relate to developers and their customers directly," the minister explained.

In relation to PKKPR, Minister Nusron urged property business actors to check regional spatial planning (RTRW) and detailed spatial planning (RDTR) in their respective areas, so there is no discrepancies in space utilization.
"Please check, because not all regions have spatial planning (RTR). Currently there are only 553 RDTRs, even though we are targeting 2,000. For this reason, we have agreed with Home Affairs Minister that the new elected regional heads to prepare RDTRs, because it will make it easier for business world," he said.
Aspects of control in the use of land and space are also necessary. It is known that the conversion of rice field reaches 100-150 thousand hectares per year. This is not in line with President Prabowo Subianto's direction regarding food self-sufficiency.
"Therefore, in this regulation you can take rice fields but you have to replace them with new rice fields. We also prepare a Government Regulation (PP) on national sustainable food agricultural land (LP2B) to accomodate if there is no land available in a province it can be proposed in other province for a replacement. Insha Allah in the first quarter of 2025 the target will be PP," he explained.
Miniser Nusron also stated that he would continue to strive for transformation of land services, including certification, mortgage and roya services.
He is committed to finding solution in ATR Ministry/BPN services so there is no illegal levies. "We have to transform, but we need time to tidy up these services," he concluded.
