The District Government of North Hulu Sungai (HSU), South Kalimantan is busy equiping a number of facilities and infrastructure needed to turn HSU into a Smart City.
Head of the HSU Communication and Informatics Office (Diskominfo) H Adi Lesmana in Amuntai on Thursday said the HSU Government hopes to enter 100 smart cities project to be launched by President Joko Widodo in 2020.
"A number of SKPDs (govenment working unit) have developed electronic-based government system applications (SPBE) according to conditions and needs, also formed an app integration team and created an e-government master plan," Adi said.
According to him, by the end of 2019 optical cables had been installed in several SKPDs according to priority, such as the offices of the Regional Financial and Asset Management Agency, the Population and Civil Registry Office, the Transportation Agency, the Social Agency and the Communication and Informatics Office.
However, Adi admitted that the development of SPBE app in several SKPDs had not been fully connected, so that in 2020 it is targeted to be fully connected.

In order to increase SKPD's understanding and commitment to SPBE and towards Smart City, the HSU Communication and Informatics Agency held a socialization on Presidential Regulation (PP) No.95 of 2018 regarding SPBE, as well as the introduction of the Smart City program.
The Goverment's Assistant II Ahmad Rifaniansyah representing the regent, when opened the event reminding the need for the government to change the service system to compensate for the current changes.
"Bureaucratic methods must be changed so that the service system is faster and easier and smarter," he said.

The guest speaker from the Ministry of Communication and Informatics Didik Supriyadi, who socialized PP No. 95 of 2018 about SPBE said, the government need to change mindset toward the need and desire of public rather than paying attention on manner and stages of the service.
The government must innovate in providing public service, because the world also experiencing rapid changes as it enters the 4.0 revolution.
"It must be realized SPBE is not seed as instruction from the center, but indeed the condition require it," he pointed out.
The general problem of e-government, he said, local government is still focus on building infrastructure without regard to the needs of people to get easy, cheap, fast, integrated, transparant, and safe services.

"We are building infrastructure, optic network, making apps, ut people still come to the counters and queue to get services," he pointed out again.
