Kotabaru, South Kalimantan (ANTARA) - A member of Kotabaru, South Kalimantan, Legislative Council (DPRD), Suntoro, emphasized the importance of draft regulation (Raperda) on Human Resource Development (HRD) as an effort to improve the quality of life for the community.
Suntoro was speaking after disseminating the draft bill in Tegal Rejo Village, Kelumpang Hilir Sub-district.
"HRD is not just training, but a long-term investment," he said when confirmed in Kotabaru, Friday.

He pointed out that the draft bill will provide a strong legal framework for local government programs, ensuring that every citizen has equal access to education, training, and decent employment opportunities.
One key point of the draft regulation is empowerment of local potential, with a focus on training relevant to the needs of the job markets in Kotabaru, such as agriculture, animal husbandry, fisheries, tourism, and creative industry.
"We want Kotabaru's youth not to be mere spectators, but to become key actors in their own region," he affirmed.
He believed that HRD is a priority to build a knowledgeable, skilled, sustainable and competitive society.
According to him, HRD is closely related to improving the quality of life of the community and in line with Article 29 Paragraph 5 of Law No. 23 of 2014 cencerning Regional Government.
"We will continue to collaborate with the local government, so that each article in this draft regulation truly provides tangible benefits to the entire residents of Kotabaru," concluded Suntoro.
