Marabahan, S Kalimantan (ANTARA) - The Regent of Barito Kuala (Batola), South Kalimantan, Hj Noormiliyani AS participated in the Indonesia Visionary Leader (IVL) Season VIII organized by MNC Portal Indonesia.
The first female regent in South Kalimantan took part in the IVL with six other regional heads, Tuesday (July 6, 2021).
Each regional head was tested by professors from various leading universities in Indonesia regarding their government's vision during the COVID-19 pandemic.
Virtually, Noormiliyani explained the vision and programs of her government.
The juries included Director of Facilitation of Institutional Personnel and Regional Apparatus of Directorate General of Regional Autonomy of the Ministry of Home Affairs Cheka Virgowansyah, Professor of University of Indonesia's Business Economic Faculty Budi Frensidy, Chair of the Indonesian Institute for Corporate Directorship Andi Ilham Said, and Executive Director of the Political Literacy Institute and Political Communication Expert of UIN Jakarta Gun Gun Heryanto.
While the participating regional heads were Batola Regent Hj Noormiliyani, Semarang Mayor Hendrar Prihadi, Malang Mayor Sutiaji, Asmat Regent Elisa Kambu, Maluku Barat Daya Regent Benyamin Thomas Noach, Parepare Mayor Taufan Pawe, and Aceh Governor Nova Iriansyah.
Noormiliyani described the focus development according to the vision and mission of "Building Villages and Organizing City". "Batola is an agricultural area with a majority of farmers, so many government programs support agricultural development," she said.
Batola's great agricultural potential has made it the largest contributor to rice production in South Kalimantan, besides oranges and pineapples.
Various prime programs were implemented, such as integrated village renovation, and road construction to connect several sub-districts.
The selection of village officials using the CAT system, the election of village heads by e-voting, and specific nutrition intervention for pregnant and lactating mothers.
During the pandemic, many programs had to be postponed due to budget diversion, but she still tried to carry out priority activities, such Child-Friendly District (KLA) program.
In an effort to improve services to the community, she formed Public Service Task Force.

Nowadays, she said, some development programs were being pursued to be completed, such as the development of Jejangkit Ecopark, Community Based Tourism, Corporate Farming, and the construction of B3 medical waste incinerator, which is the only one in South Kalimantan.
In the question and answers session, Gun Gun Heryanto, Executive Director of The Political Literacy Institute and the UIN Jakarta Political Communication Expert was interested in Noormiliyani's courage in holding village heads election by e-voting.
"I really interested in how the Regent applies this e-voting system to people who are not adaptive to technology," he said.
Noormiliyani said that there were no obstacles for the community to follow the system, they even felt that it was easier for them. "Many people felt that it was easier for them, there was even an increase in their participation in voting," she said.
