Kotabaru, South Kalimantan 11/8 (AntaranewsKalsel) - A total of 66 midwives and two doctors of non-permanent assignment (PTT) of the Ministry of Health serving in Kotabaru District, South Kalimantan, and have received the Civil Servant Candidate (CPNS) inauguration decree are not allowed to apply for a migration.


Head of Kotabaru Employment, Education and Training Agency Zaenal Arifin said on Friday that the 68 midwives and doctors will be assigned to 23 community health center (puskesmas) scattered in the sub-districts. 

"Their duty area according to their PTT placement by the Ministry of Health," he said.

He described the appointment CPNS used to be through a long process. And It has been four years since Kotabaru has not been given CPNS formation, either public or another line due to the moratorium.

This condition affects the shortage of employees in the district government up to reach four thousand. The Kotabaru administration then made an agreement with the Ministry of Health to help PTT midwives and doctors who were placed in the district since 2015 in the process of appointment as CPNS.

"Next they take the administrative and the potential tests held by the Administrative and Bureaucratic Reform Ministry through a national selection committee. From 76 candidates who took the test, 68 have passed," he said.

Upon the appointment as CPNS, the midwives and doctors are bound by agreement should not ask for a migration before ten years of service.

"If the national policy is five years, but the regional government considers that it has not been given CPNS formation for four years due to the moratorium, while the shortage of employees is more than four thousand," said Zaenal.

Meanwhile, Kotabaru Regent Sayed Jafar Al Idrus, after the submission of CPNS decree, said this is the fruit of loyalty and hard work. He advised the midwives and doctors to promote services to the community.

"This is a form of appreciation from the state, it is not easy to be a civil servant, so the trust must be maintained by serving the community wholeheartedly," said the Regent.
