Barabai, S Kalimantan (AntaranewsKalsel) - Rapid Response Team (TRC) of Bina Laras Social Institution (PSBL) Budi Luhur have freed a girl, the victim of a shackle, in Cukan Lipai Village, South Batang Alai, Central Hulu Sungai (HST).


TRC together with related offices released the girl RA alias JT (16) on Friday (20/4) and immediately took the allegedly mentally ill patient to a mental hospital in South Hulu Sungai (HSS) district.

Head of Program and Social Advocacy Section PSBL Budi Luhur the Ministry of Social Affairs H Nur Soleh said in accordance with the instruction of the Minister of Social Affairs, whatever the reason for the shackle is a form of human rights violation.

"People with mental disorders are also entitled to protection from violence because the physical restraint will not cure mental disorders, will actually worsen the condition of the victim," he said.

Therefore, since 2015, the Social Agencies across Indonesian have mapped out any areas that shackles are still found. The agency and Social Ministry agree that there is no longer any shackle by any mean and any reason whatsoever.

"Patients with mental disorders should be given intensive treatment in mental hospitals, not to be alienated and shackled," said Nur Soleh.

The government currently has prepared Healthy Indonesia Card (KIS) and through KIS patients with mental disorders, patients can be served medically. Subsequently, family members have an important role to help their social rehabilitation.

BAS Subdistrict Head Eddy Rahmawan also emphasized to the community in his area to pay attention to the problem and immediately reported if there are people with symptoms of mental disorders.

"So that the problem will be quickly dealt with in a coordinated way with the relevant agencies," he said.

The follow-up, he said, would also continue even though the patient will be declared healthy and recovered and returned to his hometown, to be treated the same as other people, not to be ostracized or shunned.
