BPMPD spearhead of village fund solving problem

Amuntai, South Kalimantan 24/10 (AntaranewsKalsel) - The North Hulu Sungai (South Kalimantan) Community Empowerment and Village Government Agency (BPMPD) can be the spearhead in helping to solve village fund management problems.

Head of North Hulu Sungai (HSU) BPMPD Joharyadi in Amuntai on Tuesday said that his office will immediately come over the village when receiving conflict report in village fund management.

"The counseling is our first priority considering not all village officials or community leaders who fully understand the procedures of village fund management," said Joharyadi.

The settlement of the village fund management problem, he said, can not be directly handled by the inspectorate and the prosecutor's office.

The public reports which enter the DPRD, the Prosecutor'sOffice, the Police or the local government will first be confirmed by the BPMPD to the village concerned for guidance.

"Most of the problems that occur in the management of village funds are only technical problems due to lack of knowledge of village officials," he explained.

Typically, Joharyadi said, if any community finds the problem of using village funds directly report to the DPRD or BPMPD. Nevertheless, usually DPRD and prosecutor will deliver first report to be investigated by BPMPD, as well as giving guidance.

He said, village officials are often worried in the management of village funds if it is wrong in its allocation until finally came out the Finance Minister's Decree (Permenkeu) No. 49/2016.

The decree, said Joharyadi, allow the use of village funds outside the designation of origin. It must be done through village meetings. while the result according to the needs of the village and get recommendations from the head of the region.

After the issuance of this regulation, he continued, many villages proposed to build a village office. Before the Permenkeu many who have not dared to build it using village funds.

Joharyadi explained, problems are often found in infrastructure projects related to the use of building materials that are less appropriate planning then it become the public spotlight.
