First, as Mayor of Banjarmasin Ibn Sina read the recommendations, they asked improvement and synchronization of legislation on the management of rivers in the area issued by the central government through agencies or ministries concerned.
This, he added, in order to avoid friction between the authority of the central government and regional government with all devices.
The second recommendation is that the central government disburse the state budget in the form of a Special Allocation Fund (DAK) to individual municipalities that have rivers to improve the function of the river as a transportation infrastructure.
"DAK will be used for the construction, provision and maintenance of infrastructure facilities on the river, such as piers, signs, stopping place, dredging, dredgers and work boats," he explained.
The third recommendation, Ibnu Sina continued, is asking the central government to delegate authority to the municipality in terms of technical regulation, development, operation and supervision of first-class waters.
The last recommendation, he said, asking the central government to make the rules of urban spatial structure in the form of a law that requires every building which is located on the river bank overlooking the river as a mandatory.
Nine mayors from five provinces in Kalimantan took part in Raker 1 Komwil V Apeksi Region Kalimantan. They were Banjarmasin Mayor Ibny Sina, Banjarbaru Mayor Nadjmi Adhani, Mayor M Riban Satia of Palangkaraya, Balikpapan Mayor Rizal Effendi, Mayor of Pontianak Sutarmidji.
Mayor Syaharie Jaang of Samarinda, Mayor of Tarakan Sofian Raga, Mayor Neni Moerniaeni of Bontang, and Mayor of Singkawang Awang Ishak.
