Lambung Mangkurat University (ULM) continues to encourage the development of human resources (HR) in rural communities amid government programs to develop villages through a village fund.


According to ULM Vice Chancellor IV for Planning, Cooperation and Public Relations Prof. Yudi Firmanul Arifin, village funds have been mostly for infrastructure development. But the question is, is that what is needed by the community?

Even though human resource development is no less important to go to an independent village.

"In 2018 the village funds disbursed reached Rp187 trillion to about 75 thousand villages in Indonesia. Now what is more important is the essence of village funds for what," Yudi said.

He was speaking during the Focus Group Discussion (FGD) with the theme "Role of universities in accelerating development and accountability of village funds" in collaboration of the Secretariat General and the DPR RI Expertise Board with ULM in the ULM Rectorate building in Banjarmasin on Thursday (3/21).

Yudi revealed that the future ULM tasks have thematic and structured programs, such as student community service (KKN) to help villages till making research towards village development.

"Human resources in the majority villages are still very low. This is where the role of universities to identify what to develop in a village. So don't just focus on infrastructure development," he explained.

While the Head of the Center for State Financial Accountability Studies of the Indonesian House of Representatives (DPR-RI) Expertise Helmizar acknowledged, the management of village funds was very vulnerable to fraud due to the lack of competence of village officials.

For this reason, he expects the central role of universities to provide assistance.

"The realization of village funds has been quite good from year to year, last reaching 92 percent," he said.

Other speakers in the FGD were the Head of the Monitoring Center for the Implementation of Laws Rudi Rochmansyah, Head of the Planning Center for Law Dr. Inosentius Samsul, and two lecturers from the ULM Faculty of Economics and Business Drs H Muhammad Saleh and Muhammad Hudaya and moderator Dr. Syaiful Hifni.

Based on government reports, with village funds, 191 thousand kilometers of roads have been built, 24 thousand integrated service posts, 50 thousand PAUD education, 8,900 village markets, 58 thousand irrigation facilities, and 4,100 village buildings.
