Early marriage in South Kalimantan is a scourge as if there is no way out. Since decades the problem has always been a national issue in every discussion about the human development index.


One area that is often in the spotlight about the problem of the high rate of early marriage is the North Hulu Sungai, a district with 90 percent of the topography is swamp area.

Before 2016, the child age marriage rate in the North Hulu Sungai (HSU) was the highest in South Kalimantan. Social stigma, economic pressure, and ease of information are the causes of the high rate of child marriage in addition to the low level of education.

This condition not only makes poverty in the regions difficult to suppress but threatens the sustainability of human resources in the region.

Aware of these conditions, finally since 2017 the HSU government has focused on programs to improve human resources and declare "a war on early marriage".

The HSU government is aware, besides inheriting sustainable economic resources, bequeathing a formidable and strong generation, both physical, mental and educational, is far more important than everything.

This awareness provides strength for the government, the younger generation, the community, and other related parties, to fight child marriage.

Previously in 2016, the level of child marriage at HSU reached 70 percent of the total teenagers, but since 2017 that number has dropped dramatically.

Based on 2017 data, the number of people who married under the age of 20 consisted of 586 women and 65 men. Most in Central Amuntai Subdistrict with 110 people. Whereas in 2018 there were 415 women and 63 men.

In just a year, the number of people married under the age of 20 could be reduced by 173 people. The population of children in HSU is quite large at 38.35 percent of the 231,594 population.

The HSU population consists of 114,088 men and 117,505 women (BPS 2017 data). Aged 10-14 years based on BPS projections totaling 22,963 people and ages 15-19 years totaling 21,161 people.

Now HSU is the area in South Kalimantan which has the lowest number of early marriage.

Embrace teenagers
Fulfilling considerable children's rights, in 2014 a Board of Women's Empowerment and Child Protection (BPPPA) was formed. It was then changed as an agency in 2016.

Prevention of child age marriage is carried out by the government of HSU through socialization and counseling, training of cadres, community organizations, religious educators and family planning, and forming Child Forums, and carrying out children's forum actions.

HSU formed an Information and Consultation Center (PIK) for family (PIK Keluarga) in all villages and sub-districts, facilitating institutions in the villages and sub-districts, and formed the Institution of the Family Learning Center (Puspaga) `Agung Berseri`.
 
PIK Keluarga provides consultation services for families who have problems, provides referral services and information about family service centers, provides assistance services for victims.

PIK Keluarga is also a means to obtain information on empowerment and improvement of family welfare.

Regarding the formation of the PIK Family, in 2015 the HSU Government received the MURI award as a pioneer and initiator of the PIK Family.

The HSU regency also won the Child-Friendly District (KLA) award for a Pratama (beginner) in 2017 and the Madya (intermediate) level in 2018.

HSU's Women's Empowerment and Child Protection Agency (DPPPA) also formed Puspaga which functions to provide KMRT counseling, problem children, children's communities, family counseling and parenting care of the orphanage. It also provided premarital counseling.

During 2017 there were 171 times for puspaga counseling, while premarital counseling in 2018 to September was 269 times.

The DPPPA held a MoU with the HSU Office of Religious Affairs Ministry (Kemenag) that each bride and groom to conduct counseling to Puspaga in the Amuntai Subdistrict.

KUA (the Office of Religious Affairs) provides a letter of introduction to each bride and groom to conduct counseling to Puspaga. Brides who are not old enough will not get a recommendation letter from Puspaga. If forced to mate, it must get assistance and be willing to postpone pregnancy.

If parents insist on marrying children at the age of the child, the Kemenag will issue a letter of dispensation to the child, so that they can carry out marriage with a referral to a religious court for trial.

Data for 2017, marriage for children who get married dispensation as many as 24 cases, from 2018 to September fell to 15 cases.

Divorce for children in 2017 is 2 cases, while in 2018 only 1 case.

Beginning in 2018 through the Office of Population and Family Planning Control, the HSU Government added about 40 Family Planning counseling officers to maximize socialization to the community.

To be more effective in approaching the younger generation then PIK Remaja or PIK for youth also formed, genre ambassador selection held, peer or same age friend socialization conducted and so on.

Socialization innovation
An innovation program in the prevention socialization was also carried out since 2016 which was attended by parents, village officials, PKK members, community and religious leaders.

The DPPPA makes data to monitor children's rights-based development, which has gender and child disaggregated data. Population, health, education, economic and employment data are included here.

In addition, data on politics and decision making, children's data and data on gender mainstreaming and child institutions. Achievement of gender and child development can be illustrated through this data.

Various efforts to prevent child age marriage are seeking to be able to awaken and motivate all elements of the government and society because the problem of child marriage is a multi-dimensional problem. So, the handling needs to be collaborated by all parties including parents, teachers, village heads to sub-district heads.

Law enforcement efforts are also carried out gradually so that parents think twice about marrying off their children who are not old enough.

Law No. 35/2014 said the age of the child is up to 18 years old. Whereas the marriage law of 1974 in Chapter II article 7 paragraph 1 states that men are only permitted to marry when they reach the age of 19 and women aged 16 years.

The hard work of the government, the community, and all related parties was able to solve the most difficult and most important problems in the area.

These various efforts can be referred to by other regional governments in South Kalimantan to make the same effort.

It's time for South Kalimantan to rise by avoiding teenagers and the younger generation from various social problems that might occur.

Only by keeping the younger generation, the continuity of development and the triumph of South Kalimantan will be maintained forever and can accelerate to pursue the progress of other regional development.
