Head of Banjarmasin Highways Agency or Bina Marga Gusti Riduan Sofyan reasoned, Sungai Gampa road can not be repaired at this time because it goes in the area of green open space (RTH).
The road improvements can not be permanently with paved or concreted, because the existing rules in the Spatial Plan (RTRW) as a green area.
"So to repair this Sungai Gampa Road collided with RTH, except there will be a letter of recommendation from the Spatial Agency," he said while visiting the site on Friday.
Without that recommendation or without revision on local Spatial Regulation, the development would breaking the rules, and could be criminalized.
"Well, because the people really need this road, then we try to submit a letter of recommendation to the relevant agencies. If approved, the construction to be proposed later next year," he said.
He expects, people can be patient and overcome while the damaged road to work together.
